With reference to your letter No: 66423/30 of the

24th July, 1930, regarding the proposed transfer of the

wireless services of the Hong Kong Government to Imperial and

International Communications Limited, I am directed by Lord

Passfield to transmit to you, to be laid before the Postmaster

General, a copy of a despatch from the Governor of Hong Kong

enclosing copies of the Draft Agreement providing for the

transfer.

The Secretary of State would be glad to receive any

observations that the Postmaster General may have to offer on

the subject, at an early date.

3. On the receipt of your reply, Lord Passfield

proposes to invite the Company to open negotiations, at the

same time notifying them of the amendments to the Draft

Agreement proposed by the Governor, and of any that the

Postmaster General may desire to suggest.
